Dog owners simply don't give a shit about the law or others.

This law breaking mutt owner doesn't care about or think that Bylaw 1959 (banning dogs from the promenade) applies to her and her canine - and its massive carbon and methane environmental paw print. Despite the clear signage she keeps walking past, and stepping over, this obvious anti-social behaviour is like a slap in the face to other people and totally disregards wildlife and the environment.
